I'm using the latest beta version of Quik on Android. On a desktop, the 2.7k/4k video plays just fine in Quik Desktop (and I assume GPS, but I don't use it). I've verified that I can play the MP4s in the Samsung Video Player and in MXPlayer it only fails in Quik.

I used the same H5B, with the same settings, just two weeks ago to capture video in Belize and I imported it and edited it in Quik on the same Galaxy S7 (Android 7, patch version) that now won't play any video. However, if I let Quik automagically edit the video (2.7k or 4k) and export it to YouTube, the video works fine! So I pulled out some 4k/30 video from the same day (from my gf's H5 Session) and it would not play either, giving me the same error message. Open up VideoProc Converter and click 'Video' button to pop up a video processing panel. My pixel 6 android 13 wasnt working yesterday with my video edits. 4 Tripod mode in HERO11 & HERO10 is not supported video not initially. Over the weekend, I captured some 2.7k/60 video (from my H5B) and upon importing it into Quik to edit, I can't do anything at all to the video.
